đ„·đ» EBLN Survey Left Wide Open to Manipulation and Fraud
The EBLN Survey which took place in late 2025 was insecure, open to manipulation and fraud, and a complete waste of taxpayer money.
As this Freedom of Information (FOI) request shows (click here), Bristol City Council hired a company called SmartSurvey Ltd to conduct and manage the survey. The council refuses to show the correspondence between SmartSurvey Ltd and various members of the council, including Ed Plowden because:
âIt is not the public interest to allocate officer time in excess of 114 hours to locate, identify and extract information to satisfy the interests of one information request, that may be of limited interest to the wider publicâ
The information is absolutely in the public interest as the council is trying to roll out the 15-minute city program to multiple areas of Bristol including South Bristol and beyond.
đ° Waste of Taxpayer Money
The council already has a online portal where Bristol residents can log in to pay their council tax. A secure survey link could easily have been placed in peopleâs online accounts from where they could have securely accessed the survey. The technology has been paid for already by taxpayers and there was no need to spend money on a private company to implement a relatively simple piece of SaaS software to conduct the survey.

â Councilâs Report Shows That Traffic is Down After Blocking The Roads
Thanks to the geniuses at the council monitoring the EBLN Low Traffic Neighbourhood, they have miraculously discovered that the volume of traffic is down in this report.
It took a 124-page report, no doubt put together by a huge team of people collectively earning hundreds of thousands of pounds a year, to discover that blocking roads leads to less cars able to use them.
Absolute geniuses.
âȘ Church Lost 100 Parishioners and 20% of Income Due to the EBLN
St Patrickâs Church in Redfield has suffered immensely due to the EBLN.
The church didnât just lose 100 members, get 30% less attendees at community events, and lose 20% of their income income due to the road blocks.
To add insult to injury, a hearse got fined after driving through a bus gate because access has been blocked by people like Cllr Rob Bryher and Cllr Ed Plowden.
The Church has also identified that when a nearby mosque complained about a particular road block, it was taken away immediately. However, the same courtesy was not extended to the church.

And here we go: the new round of TRO consultations as BCC attempts to clear up the mess they made that was predicted by almost anyone who bothered to examine what had been proposed, and use the upset about emergency vehicle access to slip in more cameras - which will of course only be the start.

Enough is enough, its time all affected and impacted must unite together, crowd fund legal action, and take this dictatorial lying deceitful BCC to court.
